The reason the Dell cd won't work is due to the way OEM licenses are activated. The Dell cd will install the digitally signed key from Dell and then look for the matching SLIC key in the motherboard bios for activation. Since you have an HP machine it has the HP SLIC key. You can still activate an unbranded Windows 7 install with the COA key on the case of the computer.
